Contributed by The Gray Dog It is a rare day that I am consumed pondering amendments to the U.S. Constitution. But, events of the past few weeks have given me pause to appreciate the Twenty-fifth Amendment. After Minnesota and Nevada became the 37th and 38th states to ratify on February 10, 1967, it was certified as part of the U.S. Constitution on February 23, 1967. For the first time in almost two hundred years, there was a constitutional provision for filling a Vice Presidential vacancy, thus ensuring that the Speaker of the House would remain two heartbeats from the presidency or given Dick Cheney’s medical history, make that a heartbeat and a half. |
